Is Online Sports Betting Legal in California? 【2020 Update】

Sports betting laws in Malta

Hello Everyone.
There seems to be a "trick" that allows online bookmakers to avoid too high losses (or losses at all): If they spot a player who consistantly makes money over a certain period of time (usually a couple of months), he simply gets his account banned, isn't able to pay off the money he won or similar frauds.
In Germany one can not even take the bookmaker to court because sports bets are actually illegal in Germany (but there is a special law that allows bookmakers to open branches in Germany). So one would have to sue the bookmaker in Malta.
Now my question is: Does anybody know about maltese laws regarding this special case? Or could you tell me where I can read up on this? Maybe already existing court decisions, maltese laws forums or anything like that?

Thanks
